For Daily Digest emails, is there a time “cut off,” where I won’t receive any mentions that have been made one hour before the digest sends out or does the digest include everything in the 24 hours since the last email?

There is no “cut off” time. The rule is to show everything indexed within the last 24 hours (since the last email) and with a published date up to 48 hours old.
